in an uptrend, price exhibits high high and high low, vice versa in downtrend. I mean we take this for granted since the beginning, why can't it be lower low, higher high. It would look really strange on the chart if there are many outside bars? but why not?

It is Not a Bar to Bar HH & HL but a Swing HH & HL.

Why?
Market {nae, Trader} reluctance to trade below previous low in an Uptrend.

I am not talking about swing high low, I am talking about bar to bar hh, LL. sometimes an strong uptrend or downtrend will not give you a pullback at all. look at cable for the past 2 days. the only pull back you have is after London closed.
