Hi.
Does anyone know if there's any good sources/resources which teaches people how to trade from Level 1 &/or 2 quotes; Time & Sale?

At one time, you could download an applet from Nasdaq that showed orders and prices in real time, thats how I learned tape reading. I don't know if there is any other way of learning tape reading, other than experience. I would suggest just watching the numbers instead of the chart for awhile and you will evenually catch on. Its really not that hard.
