I think it depends on your EA. But as far as I know, some strategies (especially those that are based on Moving Averages) require to be disabled before the most important news. When we talk about the news that cause the biggest volatility (like Non-Farm Payrolls) then it is pretty obvious that you have to switch it off. When can you turn it back on? To answer this question one should make a survey regarding how much time the market needs to recover from such a great movement. Just take a look at the historical data and discover for yourself the critical period where your EA might give a bad result.

Yes because EA's are irresponsible to news-driven market moves. Lack of liquidity, slippage, widening spreads - too difficult to configure your stuff so it could count everything..
