Yes and No. I wont say "predetermined". That will assume the exact movement is already planned out the day before. I will say the potential points the market can/will reach the next day is predetermined, regardless of whether news will be positive or negative. The news will only decide the speed and bouncing between predetermined levels. Your system works by the way. I am comparing notes and you seem to be on to something. And you are right, the formula are a bit more complicated and need mofidications.

No calculator is needed to calculate the baseline. Use the close of the previous month for the monthly and the close of the previous year for the new year and generally use the close of the previous candle for each candle.
For example, use the previous month's close for 220 pips and see the results.
With these results, now check the length of the phases yourself and find the right movement phase
