An email notification in your EA or indicator is not so hard.
You just use the "sendmail" command followed by your parameters.
e.g. sendmail(ma5 > ma8)

The problem however is your computer. It needs to be able to send mail and you need an SMTP server for that.

In Metatrader you need to go to the options window and set the email settings. There is a thread for that on forexfactory: http://www.forexfactory.com/showthread.php?t=23638
