comming back to this, google found what I believe is the full article here.

They actually mention a currency zone, national economic boundaries are slowly dissolving and the appeal of a currency union across at least the main industrial countries will seem irresistible to everybody...

Imho the article could be referring to the Euro as a currency, replacing the ECU in Jan/1999 and not a 30-year conspiracy..
