Yup same goes for financial laws, they are well written with little holes where those who have intention to break them can swim trough.
By the way how is this information from NSA distributed and who is biggest receiver of those infos? I know goverment has certain acess to them as they are goverment company but i am thinking there must be some paid service provided from NSA too.

Right now, I am open to all kind of speculation

normally, like they told us, all the information is acquired to make the state secure. But as we know, they also have used it for economic/industrial espionage.

Maybe the companies with the deepest pockets, highest bribe-money, highest support for election campaigns etc. get "premier" information

when this level gets lost, we have kind of smaller level around 3738, but has in my cards not much of importance. This is followed by 3721 and 3711, both levels which also show up nicely in visual drawn S/R-lines 3711 monthly S/R-level), but volume wise not big players

Next meaningful Volume based level would be between 3683 and 3665
