i personally would choose not to use the predict word,although calculating using past data can forecast the most likely levels were orders are accumulating we have no idea what the next moment will be,the interest of other participants is happening on multiple interests regarding time and purpose.

what we can calculate is the convergence of time and purpose ,combined with present sentiment and agreement of related instruments and trade for a better word the gap down or up to the next level of orders.our advantage or edge is knowing were the next level of interest lies once price enters through into the void it will more often than not fall or rise very quickly to sitting interest.

this leads on to kanzlers point,about banks ect taking advantage of s/r levels.the problem is us retail traders are fixated on trading alone and miss the overall picture of the markets purpose.s/r is made up of a mutiple layers for many reasons.the bank has its own limited resources when it pushes price down the toppling effect can move price much further to the extreme level of the converged levels of interest,thats the point i would look to buy .on a chart this would be a pin.if cable is dropping through these converged levels and all related pairs are rising the extreme level will produce pips as it bounces back to the converged average.

the major problem with s/r failings is how its used and understood.it subconsciously creates a bias based on the traders expectaction .which is dangerous and not viable over a period of time.they are levels of interest ,previous interest ,the outcome is tradable only

I agree with the OP, it really is/can be as simple as that. Though how one defines S/R, and whether or not to enter a trade there at a given point in time, is another matter.

And here's an example of how I draw a resistance level on my lovely pair the GBP/USD ... It seemed like a strong level because the shadows and bodies of the candles are in close levels and it's been used as a support for 3 times and as a resistance too ... another reason is when you look at the candles that broke through this level they don't have shadows it was a one direction ( south ) strong movement.
