Does anyone know what times these are and what they mean? I assume that prices are fixed between a certain range between these times?

The fixing times are 10:30am and 3:00pm London time. It's claimed that the London afternoon fix on average is below the morning fix, so you could make money by always buying the afternoon fix and selling the next morning at the morning fix. I demoed this for a while and it did not work. It might be profitable over a number of years.
