Regarding 20 pips, it's a BUG in metatrader, is 20 points, with 5 digits, is 2 pips.

DislikedAs for your question on ECNs in general, yes I have posted a few times in this thread (and others) about the differences between ECNs and what ECN even means despite what some brokers like to spin in their marketing terms. I'll quote it.Ignored

This "true" business is a really horrible marketing term that some other brokers fling around to differentiate themselves. ("Horrible" in the sense that it has confused traders or even caused some to go on a near crusade online against other brokers all based on this marketing spin.)
ECNs can have different features between them: Some will offer liquidity participation, some will be liquidity taking only, some will have different classes of participants, some will be built on an exchange model, others on dark pools and liquidity providers.. etc... all are valid.
Heck, if you really want to bend your brain, would you believe that there's an equity ECN that doesn't even apply FIFO on their orderbook? I kid you not, PHLX (Philadelphia Exchange) handling Nasdaq or NYSE listed stocks takes any liquidity removing order and pieces it out evenly across their order book instead of giving it all to the first person in line (so long as it's all at the same price of course.) Guess what? Still a valid "ECN"... getting a little off topic, but just illustrating my point.
Pepper's setup takes the raw quotes direct from their liquidity providers and banks, across the network they built out to facilitate this, and passes the quotes on (with no changes) to their clients. When a client places a trade, they act in the agency model to handle the trade, making a commission for passing on the trade back over their network to the LPs/banks. To make sure these banks and liquidity providers can't target specific clients, Pepper does all this dealing direct with the LPs/banks on your behalf, so all the institutions ever see is Pepper making the trade, allowing you to remain anonymous and free from institutions up the food chain messing with you. This is the ECN that Pepper provides, different from some other ECNs, different features, different specifications.. some feature limitations thanks to the platform (Metatrader 4) and some perks thanks to their specific agreements with their partner LPs.Ignored
