Yes, sounds like latency.. and "normal" shouldn't be taking that long.
I faced a few delays a while back and worked with support to figure out what was going on, one thing Pepper support did for me was pull up the server log for my tickets to show it being executed on their end. We then matched up my MT4 application log with their server log and it narrowed down where the issue was taking place:
It appeared they executed my orders within a few milliseconds (like literally under 5ms if I recall correctly) of the order hitting their execution servers. So it appeared the delay was between my client, my ISP, and the auth process MT4 takes between the client and server before accepting an order (~100ms).. With that, I knew to focus on my end and found that the odd delay of a few seconds I was experiencing went away when I stopped using my wifi and switched to ethernet..
I was pleased with how much detail Pepper support went into to help solve my problem. I mean, trust me I wasn't very happy at first when I got the "no problems on our end, must be you" response, since so many brokers lean on that to answer everything, but they backed it up with details and were willing to work with me on it.
So the moral here, raise this with Pepper support and maybe they can at least rule out what the problem is not.
