It just means you don't have to add or subtract any time from the indicator times, so 5:00 GMT is 5:00 GMT. The times in the indicator are just the default times, you can experiment around and try out whatever times you feel comfortable with. You can try it on a 1 hour timeframe if you wish. I've always used 15 minute, so I can't tell you how it will work out.
