How do I set default tp and sl levels for new orders in mt4?

I think you are referring to the MT4 order entry popup and the current default SL and TP is 0. There is no way to reset that to something useful.

You can do what you want with a script which has default settings and could be run after the trade has executed. Look in the sticky thread on trade related scripts and EAs on this forum.
