It doesn't matter if the platform allows buy & sell trades simultaneously (that should be allowed for robots), just that if you are net flat then you should be charged that way.
If MT4 doesn't allow it, then that's a technology problem not a regulation problem. I think there are (or should be solutions) whereby the MT4 works as usual (positive & negative simultaneously) but you are charged swap or any other fees as if you netted positions, which is economically sensible. This may mean that you get a 'hedge credit' upon the rollover if you have total gross positions different from net positions.
