Is it possible to set the start of the day at a different time than the start of a new daily candle.

no, that is set by the broker and cannot be changed within mt4

But can an EA use a different open time than the one the roker use

Right, but if you code the EA to use a daily chart, you are stuck with the broker's daily open time.
