Why do you think that those are the fractional pips? Some trading instruments have quotes like that without fractional pips. And, by the way, fractional pips are pips too. If you have a quote with fractional pips in MT4 and set stop-loss to 10 pips it will be 10 fractional pips.

I'm with Blacksun and if you look at metatrader the final digit is called a fractional pip. 10 old pips is 100 new pips if you like but if anyone is refering to 10 pips - its old pips.
Yeah but there is no indication that those are indeed the fractional pips. For example USD/RUR pair looks like 10.000 but the last digit there isn't fractional. It's a full pip, like 0.01 in USD/JPY quote.

Those would be 100 (not 10) full pips.
If you're talking about coding, though, you would have to give the alternative for it to work equally on 4/2 or 5/3-digit platforms, by assigning a formula to the "Point" value, as indeed MT4 see as "one point" the smallest unit, be it 1 full pip on 4/2-digit or 0.1 full pip in the case of 5/3-digit platforms.

"Fractional Pip" is an oxymoron that serves to complicate everything. Since, by definition, a pip is the smallest tradeable amount that a currency can move, a fractional pip becomes a pip. Technically, a fractional pip is an impossibility.
Must be a nightmare for you coders that work with more than one broker/platform.
