Buy/Sell On Dips

One trader was quoted as only buying and selling currencies

on Dips. Could someone explain the meaning of this strategy
please?

I think you mean buy the dips in an uptrend or sell the rallies in a downtrend

This is buying DIPS in an uptrend. Reverse it and sell RALLIES in a downtrend

As ForexDude points out it must be referred to as "rallies" in the
down trends.
