Brokers with free Trading API's?

Besides the obvious Metatrader, are there other brokers that offer free API's to submit trades? (Free as in I'm not interested in paying $10k just to start developing a system based off their closed API)

I have Metatrader working with my code but it's difficult to work with as my external code cannot communicate directly with the broker. I have to wait for an EA to call in to my system before I get an opportunity to communicate.

Thoughts?

MBTrading has some great examples of how to communicate with their api using visual studio (C or basic). Great place to start.

Interactive Brokers API is free, it comes in Java, C++ and Active X variations.
They also have 'paper trading accounts' which are useful for testing bot execution (though the L2 data seems messed up...)
The breaking of a wave cannot explain the whole sea.
