FED interest rate historical data

Hello. Im willing to find FED intrest rate historical data not only with changes as it is here: http://www.federalreserve.gov/fomc/fundsrate.htm but I want to find data with all important meetings (there is about 8 in one year period), not even when they changes rates but also when they stood the same. THANKS.

15 years of decisions, statements, minutes, and transcripts (transcripts with a 5 year lag).

How about for the European union? Is there a history center for that data?
