Looks to me the article is going light on the potential of a downside move! Perhaps "they" want to discourage competition on the sell side liquidity? Note: New week has not started on this chart and when it does, range lines for day and week will reposition.

It could be ignorance, stupidity or manipulation but its a known fact that 'news' is late or wrong way more often than in advance. Another theory here, is learning to read price action and figure out where the best LOW RISK entry lays for big money to manipulate price in the opposite direction where the bulk of traders are trapped instead of chasing or guessing. These traps can go in BOTH directions on the same day or in the same session "They" is millions of traders on all levels that are ALWAYS in a tug of war while all the while the big boys are at the helm with positions that take weeks or months to build and or unload. They use Volatility Manipulation, Current Events, Calendar Events etc. push the Retail Market around.
