"secondary tariffs"....these would be +100% tariffs on any country that does business WITH Russia. So, in theory, if China does ANY business with Russia, then all China items to US would be subject to a +100% tariff. This is economic "influence" intended to discourage other US trade "partners" (have to use that term loosely these days) from doing business with a country that the administration doesn't "like".

The markets don't seem to care about this (for obvious reasons).

In my opinion, Russia is a superpower because it has been fighting with NATO for 3 years and has managed to maintain its positions - and these slogans that have 50 days are only propaganda for Trump to hide her weakness and have no other use.
