"Interactive Brokers" offers non-CFD spot forex trading. Slovenia is on the list of countries in which their services are available.

XM has a micro account (not the same as cent but similar). For skrill deposits/withdrawals - well, you can use a virtual debit card from Skrill to deposit and withdraw.
