I can only express an opinion, but the Congressional vote on Hong Kong crystallizes for Canada where their best future interests are.
Push comes to shove and a government based upon democracy will shore up alliances with other Democracy based Nations.
Western allegiances are not going to swing towards authoritarian regimes which is what Asia is chock full of.
Canada's best interests are North American based Trade.
Paralleling US monetary policy is also good Politics.
