It seems that I can't find the way to change Access Panel appearance in the options (reorder etc). Also when I use the indicator "News Panel" which I downloaded above, my platform keeps getting a crash. Could you give a hand of help here?

your indy versions are ancient. download full v2 template from the pvsra site. Its free and up to date

are you using linux or some non standard resolution in windows? This is the problem. If using win 10, try to play with scaling options, should help
