The Big Government Show Must Go On

https://economicprism.com/wp-content...2/Politics.jpgAnother week. Another week of distractions. On Tuesday, for instance, was the great State of the Union Address. To this, many opinions and observations have been offered. Here, we’ll contribute several of our own…
President Trump is a showman of stout ego. How he must have relished the run-up to Tuesday’s primetime address with impatient anticipation. What a disappointment it must have been to look out from the podium of the House of Representatives at the 116th Congress and see the greatest assemblage of political crooks, lowlifes, and losers in living memory staring back at him.
But the show must go on…disappointments and all. For life’s full of disappointments. The many botched opportunities. The countless hours wasted on bids for ridiculous jobs. Super Bowl Sunday. Duds, dissatisfactions, and disappointments come a dime a dozen.
Words are also the source of many disappointments. Words that shouldn’t have been said. Words that should have been said.
So, too, words, and the absence of words, can be distractions. And within a sequence of words there are sometimes obvious omissions.
For example, nowhere within the 82 minute State of the Union Address was there a single word of the country’s burgeoning $1 trillion budget deficit. Nowhere was there a word of the great $22 trillion national debt default that’s bearing down upon us like a savage hurricane along the Gulf Coast. Nowhere was there mention of the $122 trillion in unfunded liabilities, which includes the sacred cows of social security and Medicare.
What Gives?
No One Cares
The real State of the Union – the one President Trump omitted from his address – is a state of impending doom brought on by 50 years of relentless debt accumulation. Day after day, week after week, month after month, year after year, the federal government has spent more than it takes in. Now the debt has piled up past the point of no return; there’s no longer an expedient way to reverse course.
This is the real State of the Union. This is the story that’s being entirely ignored by the President and Congress. This is the story of America’s decline. This is a story that’s too grim to mention. And this obvious omission from Tuesday’s address is what makes the affair nothing more than a great big distraction.
So where do things stand? Several of the ghastly numbers were presented above. The present progression is presented below…
To begin, the temporary suspension of the debt limit will be reinstated on March 2. At the moment, no one cares. Come March 2nd, almost no one will care – save Treasury Secretary Steven Mnuchin. That’s when he’ll have to execute “extraordinary measures” to keep the lights on in Washington.
Extraordinary measures, in Treasury Secretary parlance, involves suspending contributions to federal employee retirement and disability funds. From what we gather, these shenanigans will likely stretch out the Treasury’s remaining funds until mid-to-late summer.
After that, the federal government will no longer be able to pay its bills – including interest payments on Treasury notes. The full faith and credit of the U.S. government will fall into arrears. In other words, the U.S. government will start defaulting on its debt obligations.
Of course, this would never happen in the land of the free, right?
The Big Government Show Must Go On
Mnuchin, if you didn’t know, is a bigtime movie buff. He’s financed and produced countless movies through his various entertainment ventures. American Sniper, Mad Max, Black Mass, and various superhero movies are just a few of the flicks he’s had a hand in.
Mnuchin, like the President, also knows a thing or two about bankruptcy. Several years ago he was co-chairman of the movie company Relativity Media. He exited his position stage left seven months before the company’s July 30, 2015 bankruptcy filing.
Apparently, Mnuchin and other investors lost $80 million. But in the process, the company’s slate was wiped clean and free of obligations. Several years later the company again filed for bankruptcy. And today, the studio’s once again open for business.
By our estimation, the odds that the U.S. Treasury outright defaults on its debt ranges from slim to none. An 11th hour deal to raise the debt ceiling will inevitably be made. But this won’t solve the debt problem. This won’t wipe the slate clean.
The populace still favors an expanding federal government that’s funded solely by greater and greater issuances of credit. The populace still believes the promise that they can get something for nothing. That, somehow, the rich can bail them out.
Yet this isn’t mathematically possible. Not even the stinking rich have anywhere close to the $122 trillion needed to keep the show going. But the big government show must go on. Thus, you can already sense what’s coming…
When financial markets crack, and the economy collapses, and the populace pleads for someone to “do something,” the President and Congress will oblige with imprudent confidence. QE for the people will be granted with money from nothing. Debts will be paid in full. The currency will go up in smoke.
After that, things will go completely mad.

WikiLeaks’ recent tweets on the subject drew attention to a single section of the 248-page-long document, titled “Financial Instrument of U.S. National Power and Unconventional Warfare.” This section in particular notes that the U.S. government applies “unilateral and indirect financial power through persuasive influence to international and domestic financial institutions regarding availability and terms of loans, grants, or other financial assistance to foreign state and non state actors,” and specifically names the World Bank, IMF and The Organisation for Economic Co-operation and Development (OECD), as well as the Bank for International Settlements (BIS), as “U.S. diplomatic-financial venues to accomplish” such goals.

The manual also touts the “state manipulation of tax and interest rates” along with other “legal and bureaucratic measures” to “open, modify or close financial flows” and further states that the U.S. Treasury’s Office of Foreign Assets Control (OFAC) – which oversees U.S. sanctions on other nations, like Venezuela — “has a long history of conducting economic warfare valuable to any ARSOF [Army Special Operations Forces] UW [Unconventional Warfare] campaign.”


This section of the manual goes on to note that these financial weapons can be used by the U.S. military to create “financial incentives or disincentives to persuade adversaries, allies and surrogates to modify their behavior at the theater strategic, operational, and tactical levels” and that such unconventional warfare campaigns are highly coordinated with the State Department and the Intelligence Community in determining “which elements of the human terrain in UWOA [Unconventional Warfare Operations Area] are most susceptible to financial engagement.”


The role of these “independent” international financial institutions as extensions of U.S. imperial power is elaborated elsewhere in the manual and several of these institutions are described in detail in an appendix to the manual titled “The Financial Instrument of National Power.” Notably, the World Bank and the IMF are listed as both Financial Instruments and Diplomatic Instruments of U.S. National Power as well as integral parts of what the manual calls the “current global governance system.”


Furthermore, the manual states that the U.S. military “understand[s] that properly integrated manipulation of economic power can and should be a component of UW,” meaning that these weapons are a regular feature of unconventional warfare campaigns waged by the United States.

Another point of interest is that these financial weapons are largely governed by the National Security Council (NSC), which is currently headed by John Bolton. The document notes that the NSC “has primary responsibility for the integration of the economic and military instruments of national power abroad.”

“Independent” but controlled
Though the unconventional warfare manual is notable for stating so openly that “independent” financial institutions like the World Bank and the IMF are essentially extensions of U.S. government power, analysts have noted for decades that these institutions have consistently pushed U.S. geopolitical goals abroad.

Indeed, the myth of World Bank and IMF “independence” is quickly eroded by merely looking at the structure and funding of each institution. In the case of the World Bank, the institution is located in Washington and the organization’s president has always been a U.S. citizen chosen directly by the president of the United States. In the World Bank’s entire history, the institution’s Board of Governors has never rejected Washington’s pick.

This past Monday, it was reported that President Donald Trump nominated former Bear Stearns economist David Malpass to lead the World Bank. Malpass had famously failed to foresee the destruction of his former employer during the 2008 financial crisis and is likely to limit World Bank loans to China and to countries allied or allying with China, given his well-established reputation as a China hawk.

In addition to choosing its president, the U.S. is also the bank’s largest shareholder, making it the only member nation to have veto rights.

Indeed, as the leaked unconventional warfare manual notes, “As major decisions require an 85% supermajority, the United States can block any major changes” to World Bank policy or the services it offers. Furthermore, the U.S. Treasury Secretary, former Goldman Sachs banker and “foreclosure king,” Steve Mnuchin, functions as the World Bank’s governor.

As a consequence of the lopsided influence of the U.S. on these institutions’ behavior, these organizations have used their loans and grants to “trap” nations in debt and have imposed “structural adjustment” programs on these debt-saddled governments that result in the mass privatization of state assets, deregulation, and austerity that routinely benefit foreign corporations over local economies. Frequently, these very institutions – by pressuring countries to deregulate their financial sector and through corrupt dealings with state actors – bring about the very economic problems that they then swoop in to “fix.”


Guaidó hits up IMF
Given the close relationship between the U.S. government and these international financial institutions, it should come as little surprise that – in Venezuela – the U.S.-backed “interim president” Juan Guaidó – has already requested IMF funds, and thus IMF-controlled debt, to fund his parallel government.

This is highly significant because it shows that top among Guaidó’s objectives, in addition to privatizing Venezuela’s massive oil reserves, is to again shackle the country to the U.S.-controlled debt machine.

As the Grayzone Project recently noted:
Venezuela’s previous elected socialist president, Hugo Chávez, broke ties with the IMF and World Bank, which he noted were “dominated by US imperialism.” Instead Venezuela and other left-wing governments in Latin America worked together to co-found the Bank of the South, as a counterbalance to the IMF and World Bank.”


However, Venezuela is far from the only country in Latin America being targeted by these financial weapons masquerading as “independent” financial institutions. For instance, Ecuador – whose current president has sought to bring the country back into Washington’s good graces – has gone so far as to conduct an “audit” of its asylum of journalist and WikiLeaks publisher Julian Assange in order to win a $10 billion bailout from the IMF. Ecuador granted Assange asylum in 2012 and the U.S. has fervently sought his extradition for still sealed charges ever since.


In addition, last July, the U.S. threatened Ecuador with “punishing trade measures” if it introduced a measure at the UN to support breastfeeding over infant formula, in a move that stunned the international community but laid bare the willingness of the U.S. government to use “economic weapons” against Latin American nations.

Beyond Ecuador, other recent targets of massive IMF and World Bank “warfare” include Argentina, which awarded the largest IMF bailout loan in history just last year. That loan package was, unsurprisingly, heavily pushed by the U.S., according to a statement from Treasury Secretary Mnuchin released last year.

Notably, the IMF was instrumental in causing the complete collapse of the Argentinian economy in 2001, sending a poor omen for last year’s approval of the record loan package.

Though it was released over a decade ago, this “U.S. coup manual” recently highlighted by WikiLeaks serves as a salient reminder that the so-called “independence” of these financial institutions is an illusion and that they are among the many “financial weapons” regularly used by the U.S. government to bend countries to its will and even overthrow U.S.-disfavored governments.

According to this report, barely 4-months after the historic breaking apart of the Russian Orthodox Church many believe will lead to war, Moscow became greatly concerned when Pope Frances, the leader of an estimated 1.2 billion Roman Catholic Christians in the world, suddenly announced that he would be making an historic visit to the Middle Eastern Muslim monarchy United Arab Emirateson 3-5 February—a concern that rose to outright terror after Pope Francis met with Grand Imam of al-Azhar Sheikh Ahmed al-Tayeb, the leaders of the world’s estimated 1.5 billion Sunni Muslims—and whom together signed a “One World Religion” agreement against the tenets of both Christianity and Islam that, in part, astonishingly declares:

Telltale Signs of Recession

I'm seeing lifestyles that are out of stock and no longer available, even in China.

Though every recession is unique, all recessions manifest in similar ways in the real economy. By real economy, I mean the on-the-ground economy we observe with our own eyes, as opposed to the abstract statistical model reflected in official declarations of when recessions begin and end.
One characteristic that never makes it into the abstract statistical representation of recession is the light switch phenomenon: business suddenly dries up, as if someone turned a light switch off. This is especially visible in discretionary purchases, which include everything from smart phones to vehicles to eating out.
Other telltale signs of recession include:
Dead giveaway #1: businesses that seemed established and doing well suddenly close. The customers are surprised, the employees are not; they knew sales were eroding while costs were rising, and the financial situation was becoming increasingly precarious.
Dead giveaway #2: new businesses that would have thrived a few years ago close within a few months. Maybe it was the multitude of competitors, or the high rents; but for whatever combination of factors one attributes the demise to, an enterprise that seemed to have all the ingredients for success fails quickly.
Dead giveaway #3: advertising and marketing / promotion no longer move the needle. Campaigns that reliably increased sales no longer work.
Dead giveaway #4: Matriarchs and patriarchs of established enterprises retire. They typically offer rote explanations for their abrupt retirement--to spend time with the family, to enjoy the leisure they never had working 12-hour days, and so on--but the unspoken reason is their decades of experience have finely tuned their recession detectors. They know when it's about to become impossible to grow revenues and they no longer have the need or energy to buckle down and survive the decline phase of their enterprise's S-Curve.
Dead giveaway #5: a cliffdive in new business and new customers / clients. If 3 or 4 new customers would sign up every day in the good old days, suddenly nobody's signing up, regardless of the promotions offered. Then existing customers start drifting away. If you ask why, you get routine answers: family budget cuts, time constraints, etc. Interestingly, these didn't have any impact in good times, and yet suddenly they're like a virulent virus: everybody's got budget cuts and time constraints.
Dead giveaway #6: promotions increasingly give off the pungent scent of desperation. That airline credit card that once offered 25,000 free miles once you spend $1,000 are now offering 50,000 miles on the first use of the card, even if it's for a cup of coffee at Starbucks. Then the offer edges up to 60,000 miles for customers on the airline's flights, and so on.
New renters that were previously offered some throwaway promo (once month "free" gym membership, etc.) are suddenly being offered a free month's rent to sign the lease.
Dead giveaway #7: multiple offers for homes vanish like mist in Death Valley in July. Real estate and home remodels / additions are the most sensitive canaries in the coal mine; they keel over at the first whiff of declining asset valuations and the first hint that greed has flipped polarity to fear.
Dead giveaway #8: the "fun" third vehicles and the inherited sports cars start showing up on CraigsList and "for sale by owner" lots. One of my favorite memories of the 2008-09 meltdown / recession was reporting on all the used Porsches I saw on the local "sell by owner" lot. One of my longtime correspondents said that if he saw me toodling around in a 911, he was canceling his financial support of my work. (Surrender my 1998 Civic for a sports car? Perish the thought--though it was a tempting fantasy....)
Needless to say, I didn't pick up a heavily discounted recent-vintage Porsche, though the prices were amazingly attractive. (Recall my innate frugality.)
