I think most banks publish those papers every 1 or 2 weeks, I don't remember exactly. But with all those bank plus other analyst desks you get a few papers every day, so quite a lot to read if you don't just look at the positions.
As I said before, I think the main reason is to give their cleints something intersting to read and the feeling of having insider information. But those analyst desks must have many more positions than just a few in a month, so maybe they only publish those with a convincing story behind it, I don't know.
But since usually there is a fundamental reason it can still be used to estimate a general fundamental trend, but they can also be wrong of course. For example, if I remember correctly, at the start of 2017 Deutsche had their EURUSD forecast at 0.95 and later I read it was now at 1.4 or something. Maybe it can be used as a contrarian signal if Deutsche start to go crazy in one direction.
