If you mean "what are the charts based on?" it can depend on your trading platform. On some you can change which is used . Usually it's the "Bid" or sell price.
If you mean what is the price in general, it's got a few answers depending on whether your talking about your broker's price or the actual market price.
What you see on your trading screen is "based" (in a perfect world) on the last transaction by whichever bank or group of banks are providing the feed/s. My thoughts were that the "Bid" represented the underlying price (or last transaction) and the "Ask" is based off of that price plus the spread.
