Coded and tested for EURUSD on H1 in a half hour(Was curious if it worx):

Tested with other settings=SL
You can see the ALL settings in my testing framework left top!
Best: 30 Pips!
(I know testing is very short time but simple want to look if the strat is profitable....if not in this time range the link tells something wrong...)

Look at pattern. I think this so clear, that no EA is needed. Do you see it?

EA only needed 4 test....for example not all pairs are profitable....look here:

20 Pips SL I calculated 10000 Candles backwards: U have USDCHF -76 pips and in the same time on GBPUSD 1194 Pips!
That s the reason for eas!
