FCStone is a Currenex White Label Partner and I believe they also offer Prime Brokerage accounts as well. I emailed back and forth with Joe Conlan there, here are his responses to my questions:

1) What type of spread do you offer on the EUR/USD, if variable what is
the lowest possible and what do your spreads average during NY open.
-they can be inverted at times, but mostly 1 pip wide
2) Do you charge a commission on top of the spread, if so how much? If
volume based I average roughly 400M + a month depending on leverage.
-we only charge commission, we provide market makers rates without adding a
spread.
3) What level of leverage do you offer?
-we offer up to 100 to 1
4) What amount is required to open an account?
-250k
5) Do you allow scalping, my trades average 20 seconds hold time,
sometimes 5+ minutes.

Yes, occasionally the spreads can be inverted, meaning a negative spread with instant profit.
Our commission structure is going to be $17 per million traded (per side NOT Round turn). If you bought in with say 5M and sold the 5M shortly thereafter for 10M round trip the commission would be 10 x 17 = $170 and if you bought EUR/USD at 1.7 is would be 10 x 17 x 1.7.
