Could you let me know where to find the Retails Position indi Mt4 like the pics attached? Or explain me steps to make an indi like this?

Nothing to do with open positions (when you see a % oscillator and someone tells you that it is based on positions, run away from whoever tells that - there is no such thing as a possibility to accurately know % of open positions in forex, let alone to have it oscillate the way it oscillates in that example)

PS: the name of the indicator on the picture is ultra trend - you can find it floating freely on the net

but this of Mladen ver is standalone - almost extended with extra features,interpolated mtf,limit bars and smoothing parameters choice

For those interested previously and in the future. FXSSI.com has feeds from around 10 brokers and forums. These are aggregated and give based on those data feeds a reasonable assumption of accuracy, updated every 20 mins. for a small monthly subscription and include order book with scroll back function as well as current sentiment plus many other tools. Sierra Charts subscription, are a way of seeing the actual numbers/ volume of orders as in LOTS. Other very useful tools are Volume profile.
