Yes there is a need for an end-date. In the light of TD is publishing his levels. (He do it twice a day, at start of Asian-session and an update around the start of the US-session) It is possible that some levels are discarded.
Or price went to far away from it and an other level is first needed. It also is possible that a level is not tested (following the rules). But that we as trader decide a level was tested and so we need to remove it after an update.
We only can test this in the MT4 tester afterwards if we have an end-time!
