I think you may already know about this, but just in case:

It's the average daily range for the major pairs
(EUR/USD, GBP/USD, USD/CHF, USD/JPY)
But it's last update was on September 1, 2004.

But as for the minimum range since 1990, well, I think others can answer you for that..

It's going to be tough trying to find data that goes as far back as 1990. The spot forex market didn't really start until 1997.

most charting platforms allow you to apply the "atr" which is the "average true range". this will tell you what you need to know. here is a thread regarding atr...
