"Level on Level": explanation please

Hello

I started to look at Sam Seiden video tutorial and read forum post about is tutorial. I read something about "level on Level" but I just don't understand what is the meaning of that.

Any one could share is knowledge about that. Why is it important to recognize it. Any link or snap picture appreciated.
