This will weaken the dollar, will take people time to figure that out. A lot to parse here.

IOER is the interest on excess reserves...
EFFR is the effective federal funds rate....
This is talking about adjusting the IOER...

Consistent with the Committee's decision to leave the target range for the federal funds rate unchanged, the Board of Governors voted unanimously to leave the interest rates on required and excess reserve balances unchanged at 2.20 percent and voted unanimously to approve establishment of the primary credit rate at the existing level of 2.75 percent, effective November 9, 2018.

When I started learning about Forex I was told that trading Interest Rate was like "Wild Fire". At the beginning of trading on the platform. I found that sometimes even with Interest Rate hike, price went the other direction. It was New Zealand Dollars- on two occasions
My point is that, to be successful in the long run, you have to find something that is more unique then that.
Yes, depending on the big money, sometimes price goes down, when it should go up - and vice verca ;-)
