Has all to do with the healthcare vote because if this vote gets approved, there are higher chances the tax cuts, infrastructure and border tax bills get approved.

It's a definitive sign of Trump's power /standing in congress and therefore the stability of his presidency (realising his campaign promises such as tax decreases hinges on this)

My understanding: once the Healthcare stuff is done, tax reform is up next, which is what the whole stock market run-up and USD valuation increase since the election has been all about. Plus, if Trump can get congress to pass Healthcare, it bodes well for his ability to get stuff pushed through congress.

This is not in Japan's favor, so they will do anything.

It is an instability situation, risk-off, it decreases the market's appetite for risk and as a consequence the money flows to safe haven, which is the Japanese yen.
