He can't do anything except talk, and talking has worked so far to lower the Euro, but it won't work anymore. The Euro will go up until he actually does something, and that may never happen.
QE is IMPOSSIBLE for the ECB until the European Court Of Justice has given the "go". That decision will be made in march 2015. In January European Court Of Justice will give a first view on a possible decision.
