So if the whole point was to insure that cash strapped governments would get help with bank bail outs so they themselves don't need a bailout, how can the EU just decide not to provide it? what was the point of approving this bank plan at all?

timing this kind of thing is well, ahem, not easy. But this is a fatally flawed currency union that is blowing its latest chance to show it can do what's needed

1. Germany won't let itself be held liable for unknown amounts
2. basically, it seems they felt that having some plan was better than no plan at all, gives them a precedent on which to build

The obvious final problem. Depositors and bondholders get raped in a way that will make for bank runs. Which of course will be the end of any chance of recovery for sovereigns. This looks more like it was designed to accelerate the destruction of the currency union.
