They are not letting him claim the victory he wants - why would they? Iran holds all the power due to Hormuz control, majority of the world is on Iran's side and they gonna get what they want (enrichment, sanctions removal and Hormuz toll) no matter what - it would be ludicrous for Iran to cave in now!
