Not to fear.. McCarthy caved and agreed to kick the can down the road again. No spending cuts, continue as is, AND they get to do it again in 45 days. That means congress will do nothing for 44 days and claim another emergency on day 45 .

What you write is a very possible explanation for what occurred.
There are some buts to it as to cave in part.
Ukraine funding appears to be dealt with as separate issue from a continuing stopgap funding.
McCarthy still has to deal with Border crisis or he will get called on it by his party.
Senate went along with House proposal which takes pressure off of House as to getting blamed for a shutdown. This gives McCarthy some time to make the case. He went after Biden fairly hard at the press conference about Border so that issue remains a sticky point.

Immediate shutdown is averted but House is moving towards a more fiscally responsible US Government and that is a major shift in direction.
So on that McCarthy had a win, at least for now if he really intends to go there and proves out not just lip service.
