That's true, but it's not that simple: Europe depends a lot on Russian gas... talks were even held with Qatar to supply gas to Europe, but they said the demand is too great and they can't supply it.

Exactly, precisely because the west is playing it safe, it makes no sense to stop Nordstream 1. Because who will be harmed will be the Europeans and not the Russians... the Russians would stop making money (which is already happening with the sanctions) and the Europeans could freeze to death or some sectors of the economy would come to a halt.
