Reason market compares actual to forecast instead of actual to previous data is still yet unknown to me

By theory, expectations (forecast) are already priced in, thus, forecast was compared to the previous data and the market has priced in the forecast (and any adjusted forecasts)... if the actual differs from the forecast, the price needs to adjust again.

It is often difficult to determine what is priced in and how much a certain data point influences the current price. Especially if you look at just one data set.

In economics the price is usually based on expectations for the future rather than the current situation. Everyone wants to get ahead of the market and make money.
