It sounds like a Corporate Bonds deal ...
The US government has been bying CBs on ANYTHING in the billions $$$ in order to sustain the economy.

its not that complicated.
if the 60 shareholders pooled their investment wealth and purchase assets/ shares/ bonds etc in the HWIM company name then its market cap could easily be 100M and approx 2% commission on offering a buy and sell service is pretty cheap actually. depends on the Company's Articles of Association, and may well not be anything untoward.
Sales does not equate to Asset Values

yeah ok,
"Someone pointed us to Hometown International (HWIN), which owns a single deli in rural New Jersey"
understood that as that is the only asset of the company, may have been wrong
