Yes, there very likely are some indirect or low-level contacts happening (Trump wouldn't pause strikes and hype "good conversations" if there was literally zero engagement). But the regime can't admit it publicly without looking weak, especially with hardliners, the IRGC, and the Supreme Leader's circle. Nikzad's statement is the loud public "no" for domestic consumption and to maintain the "resistance" image.
