Does FileOpen lock the file to other processes

Hi, I have an EA that writes a log file, lets say it was going to write 4 lines but it has only written one line so far, then my other script tries to open the log file to read it, will it:-

(a) open it and think there is only one line in the file.
(b) see the file is locked and wait.
