when programs are written, for example for windows operating system, they are compiled into .exe file. THat means higher level language like C++, which is easiers to use for programmers is translated to low level language which still understand the computer, but is much harder to understand for human. Also those compiled programs can work more optimally, using less resources.
Decompiling is the opposite - translating file from low level language to higher level language.
Decompiled code usually looks not as friendly for human as it was when human was writing it. I mean hard to understand. There might be variable names like v1, v2, v3 instead of some meaningful words which programmers write like "highPrice", "lowprice", "averagePrice" So thats why he said this:
