Hi Marc, I was having the same difficulty - noticed they were offline on Friday night. They are back up as of this morning for me, though. It was probably just maintenance, although it would have been nice for them to let us know to avoid concern.

To be cup and handle, you'd want it to be a continuation of a previous trend. This doesn't have that. However, I might suggest that you're looking at a completed double-top.
