Because the World pays for oil in USD (still) all of the manipulators have a nice supply of them. The FED, ECB, and SNB...can do anything they want to the EU price by selling USD.
Germany posts lousy numbers...EUR shuld go down
US posts good numbers...USD should go up
But EUR/USD doesn't go down. The manipulators are at work furiously selling USD as the smaller-than-Central-Banks sell EUR. And so...EU trades inside of a 25 pip range...pretty much in balance.
