The answer is no, it is not a valid Sonic R. short setup because:
1. Outside London Session.
2. Dragon not angled down.
3. Wave leg #1 is supposed to cross Dragon.
In this case, maybe waiting for what is now leg #3 to become leg #1 of a new Wave, we'd also be in the London Session with the Dragon angled down. Maybe then we'd have a short setup.
The M15 Dragon/Trend is being displayed here (tricked you). PA is not below Trend, but the rules say "...it is even better if PA is below the Dragon for a short." The rules do not mandate it, just recommend it.
