I get that you are *really* new to MT4, but to respect the time and previous efforts of others, you are really going to need to read Post #1 over-and-over until you grasp the basics that folks have been trying to explain to you here. Read through the whole thread too. It's only 10 pages which won't take long at all. Learning MT4 takes some time but there are already lots of threads that cover the basics. (Do a search). Beyond the basics, Hanover's MT4 Navigational tips and techniques thread has a lot of advanced tips.
You made a reference to attaching the built-in "period_converter" (script), which is complete garbage and that's why this "P4L PeriodCon" (indicator) has been written.
It's obvious (to me, at least) from one of the error messages you posted that you are trying to attach this indicator to the *offline* H12 chart.

The "source TF 720" tells me you added the indicator to a 720min (=H12) chart. This is completely wrong and misses the point that I and others have made that you must add this indicator to a SOURCE (aka "BASE") chart, such as an H1 chart. You pick the right multiplier (12) and if desired, you enter a timeshift value (e.g. "6" hours or whatever) that will control which group of 12-hourly-bars will form each H12 bar. You won't SEE any difference at all on the SOURCE chart but you will get a popup message that tells you what *offline* chart is being generated.
You then use the command: File->Open_Offline, then you find the exact name as in the popup and then you open it.
Furthermore, you must keep the SOURCE chart open forever, or else it won't do any live tick updates anymore (which is why your CandleTime would cease to work).

I re-wrote this indicator a couple of years ago and put a lot of new functionality into it. Sometimes the popup messages make more sense with respect to what the program *used* to do, and not so much compared to a brand new user picking it up for the first time. As I reflect on the text of the popup message, I will concede to you is that the text is not as clear as it can be. In a future release (which won't be soon) I will change the popup text from:
