I don't think it is appropriate to label Bill as 'confusionist'. I read through all his posts reg. BT. He is right from his perspective to try and Back Test this method to convince himself. What is wrong in that?
He hasn't said anything like this method won't work or anything like that.
In fact, here is a link where some one did a brief back test with encouraging results.

As you can see there are few running more than 10 times the risk, compensating for losses.

Here is the deal:
As you might already know, there are series of small losers expected in anticipation of few big winners. So, what data window of sampling would be scientific in determining the accuracy of results? What if there were huge runners just outside of your test window period? Anyway, go ahead and give it a try and if you get a positive result it is going to be all the more encouraging.
As for rules,
Other than closing the half at BE, the other half runs until it gets stopped out or closed below 20 SMA daily. (Just my understanding from reading the posts)
I know it is a very difficult task to accurately perform a back test.
